Tamil Nadu: the registration questions to settle before you list
Tamil Nadu is a state whose scheme we will not paraphrase from memory. Here is what is settled across India, and the three answers to obtain in writing from your district before the first guest arrives.

Registration in Tamil Nadu runs through the Tourism Department and the district administration. The conditions attached to it — above all whether the owner has to live in the house — must reach you in writing from the department itself, not from a blog, and not from us. That is not caution for its own sake: an owner who furnishes a property on the strength of another state’s rule is the owner who discovers the problem after spending the money.
The central register comes first
Whatever the state decides about your category, the Ministry of Tourism now runs a national register of accommodation units, NIDHI, promoted under the phrase One India, One Registration. Entering your property there is the cheapest useful step available: it creates a record, and it is increasingly the reference other departments ask to see. Use exactly the spelling of names and the address that appear on your title papers, because a mismatch there will follow you through every later file.
Three answers to obtain from your district
- Which category your property falls in — homestay, bed and breakfast, or something the department treats as a commercial lodging house.
- Whether the owner or an immediate family member must reside in the building while guests stay, and what proof of residence is accepted.
- What applies if the property is a flat, or if a manager runs it while you live elsewhere.
Ask the District Tourism Officer by e-mail so that the reply is written, keep it with the property file, and ask again before each renewal. A department’s own sentence is worth more than any opinion, including ours.
The duties that do not change from state to state
Two obligations follow the guest rather than the scheme. Every foreign guest must be reported within twenty-four hours on Form-III, formerly Form C, through the immigration portal. And accommodation is taxed under the bands in force since 22 September 2025: five per cent without input tax credit up to ₹7,500 per unit per night, eighteen per cent above it. Neither waits for your registration certificate to arrive.
Where the property sits changes the practical work
- In the Nilgiris, at Kodaikanal or on the Shevaroys, the local body, fire safety and parking matter as much as the tourism file, and the wet months set your maintenance calendar.
- In Chennai and along the coast road, the residents’ association is the first gate: get its position on paying guests in writing before you furnish anything.
- In Madurai and the temple towns the visitor is a pilgrim family. A plain, clean, well-placed house with its papers in order will out-earn a stylish one that cannot show them.
Papers to assemble while you wait
Title deed and patta, the latest property tax receipt, the electricity service number in the owner’s name, PAN, an identity document, photographs of every room and of the street approach, and a floor plan with room areas. Applications stall on a missing document far more often than on a rule.
Where Hexuvium fits
The registration stays in your name and the department deals with you. We prepare the file, keep the guest register and the Form-III submissions, and run the listing, the rates and the housekeeping — so the compliance calendar is not something you remember in a panic in the middle of the season.
Frequently asked questions
Is homestay registration compulsory in Tamil Nadu?
Treat it as required and confirm your category with the District Tourism Officer in writing. Reporting foreign guests and the GST bands apply whatever the category turns out to be.
Can I run a Tamil Nadu homestay if I live abroad?
That is precisely the question to put to the department in writing, because several states require the owner or immediate family to reside in the building. Never assume the answer from another state.
What is NIDHI?
The Ministry of Tourism’s national register of accommodation units, promoted as One India, One Registration. Registering there is a sensible first step whatever your state category.
How quickly must a foreign guest be reported?
Within twenty-four hours of check-in, on Form-III through the immigration portal, by whoever provides the accommodation.
